In March 2026, the National Achievement Exchange Conference on Public Art Empowering Urban Renewal
was held at the Report Hall of Beijing City University. Hosted by the China Architecture Culture Center and
the Office of the National Urban Sculpture Construction Guidance Committee, the event recognized the
Hulan Floating Sculpture Park Project with a Typical Case Certificate.

The park earned this distinction for its innovative exploration of urban empowerment and tourism
development under the premise of wetland protection. Leveraging its unique regional features, the
project integrates public sculptures with marine shipping technology for the first time, creating the world's
only floating sculpture park.
During its implementation, 20 sculptures created by artists from 16 countries were anchored and placed
freely on the river surface. They can also be navigated along the river via external power. In winter, when
the river freezes over, the site transforms into a spectacular ice sculpture park.
The project has attracted visits from ambassadors of four countries and inspections by many provincial
and ministerial leaders. It has quickly emerged as a new growth driver for tourism amid the booming
travel industry in Harbin.
